F-500 Demo Night Toxic Chemicals Seminar First Aid, C.P.R., and A.E.D. Courses Highway Safety Seminar Exercise At Agrium Fertilizer Plant On February 16, 2002 At 11:08 hrs. a call was received from Len Rondeau, plant manager from Agrium Fertilzers, located at 620 - 1st in the town of Granum. Mr. Rondeau reported a large NH3 discharge. A supply truck was unloading into the main storage tank, when for no apparent reason the driver of the truck moved away from the main tank with the supply hoses still connected to the large storage tank. This resulted in the hoses breaking free from the tank which allowed an open valve to discharge NH3 into the atmosphere. The supply truck was also discharging NH3 from a open valve. The driver was able to alert the plant manager who immediately notified the Granum Fire Dept. The GFD responded to the Agrium Plant arriving at 11:10 hrs. with three units: Tank 14 with 2 personnel, Pump 14 with 2 personnel, and Command 14 with 2 personnel. The wind was blowing out of the South-West at 15km per hr. The GFD set up road blocks closing traffic to the North and South of the NH3 release. Command 14 personnel assessed the discharge and 3 firefighters wearing S.C.B.A. proceeded to the scene of the discharge. It was determined that they could safely close the main supply valve without the aid of a water curtain. It was determined that the main supply valve was not damaged and could be closed without incident. After the release of NH3 was terminated, Agrium personnel did tests in the immediate area and within 10 minutes found that NH3 had dispelled into the atmosphere. The GFD was then advised the area was safe and that the roadblocks could be removed. The GFD did a complete search of the area for anyone who could have been trapped in buildings or had suffered exposure to NH3. No people or animals were found. The area was found to be safe and secure. The GFD left the scene at 11:48 hrs and arrived back at Station 14 at 11:51 hrs. A light lunch was provided by Agrium personnel. A critique was conducted by the Fire Chief. A discussion of the incident followed and some recommendations were given for future exercises. The GFD and Agrium Fertilizers will hold another exercise in the Spring.This excercise will be a live release of NH3 and will be supervised by Agrium's emergency response team. The G.F.D. visited the Granum schools in conjunction with Fire Prevention Week. Grades 4 - 6 entered The Macdonalds contest with over 70 students participating. The winning student received a home computer; the school class received $400 cash. The G.F.D. did a coloring Fire Safety book with the Granum schools K class and Grades 1 - 3. Prizes were given to the boy and girl chosen in each grade. This contest was also being held at the Granum Hutterite School. Neat prizes were given away to the winners: fire bears, fire hats, safety rulers, safety tatoo's, window decals, and fridge magnets. All other students received a free safety pencil. Wed., Oct. 9 was a busy day for the G.F.D. At 10 a.m. the Granum K class visited the Fire Station. Later, Safety Codes Officer, Don Dougls, held a Fire Safety course at the Hutterite School. On this day Fire Dept. members also checked every household in Granum to see if smoke detectors were operational. If a faulty battery was found, it was replaced free of charge thanks to Energizer®. Smoke detectors were also available at cost. The G.F.D. has been running this program for several years and each year there are only one or two residences found to not have working smoke detectors.
